Zapata is the county seat of Zapata County and the one place in this market with a real second-home and rental-cabin economy. About 5,400 people live in the town itself and ZIP 78076 covers about 13,100 -- essentially the whole county, which had 13,889 residents in 2020. Of the 5,684 housing units in that ZIP, 584 are classed by the Census as seasonal, recreational or occasional-use. That is better than one in ten, against roughly six in a thousand for the city of Laredo, and it concentrates in the communities along the water: Falcon Lake Estates, Siesta Shores and Falcon Mesa.

The reason is Falcon International Reservoir. The original Zapata was relocated to higher ground in 1953, when Falcon Dam was completed and the reservoir filled, and the historic center of the old town is under the lake.
