St. George permits nightly rentals only in specific zoned and overlay areas -- the Desert Color short-term-rental area and certain resort and commercially zoned pockets -- and requires an STR permit under Ordinance 2025-051. Washington City allows them in eleven named subdivisions and licenses every unit separately. Hurricane requires a business licence and, by zone, a conditional-use permit. Springdale has stopped issuing new licences altogether. The four turnover geographies in this county look nothing alike, and a cleaner who treats them as one market will get the scheduling wrong.

Desert Color and the resort and commercially zoned pockets are where nightly rentals are permitted inside St. George itself; most residential neighborhoods here -- Bloomington, Bloomington Hills, Green Valley, Dixie Downs, the central city -- do not allow them at all. Washington City runs the tightest and most useful list in the county: eleven named subdivisions, a business licence per unit, an annual fire-department inspection on every one, a single point of contact who lives on the property or in Washington County, and sprinklers where a unit sleeps eleven or more. Hurricane is the reservoir market -- Sand Hollow and Quail Creek bring boats, ATVs and trailers, and a house there takes sand the way a beach house takes sand. And Springdale is a closed set: the town has a moratorium on new short-term-rental licences, so the existing licences are grandfathered and transfer with the property.
